I can connect to the server behind the router using the external IP. The people outside my ISP can't connect going through console using the "connect IP:port;password <pass>" command, and no matter how many times they try (20+) it doesn't work. Could this be an amplified version of the time-out problems you have?
I can't see the server on Gametiger at all, using the external IP.
