By my experience with running [ UNDERGROUND ] servers the steam browser
gives up if it doesn't get a response right,now immediately. It seems to
expect all servers to be in high-speed data centers. Someone on the same ISP
subnet usually connects OK but others get a "server not responding" error.
If they keep trying, then eventually a response will come through. Usually
telling someone to use console and type "connect xxx.xxx.xxx.xxx:27015"
works when all else fails. I've tried tweaking some cvars I know to increase
the server response but with little improvement.ie....

I think a sever needs some uptime to get a listing in the server browser but
I'm just guessing on that point.

I usually use GameTiger <http://gametiger.net/> to check my running
UnderGround servers to see if their viewable from the outside world.

I always bind to the server localhost interface IP and I connect using the
local network IP. If others try to "follow me" it fails because they will be
connecting to the local IP address I am advertising. But if I have a
player-baiter connect from the outside then there are always lots of
followers because they are following the external IP being advertised. *Maybe
Steam should be fixed to never advertise a local IP to friends....* I have
never been able to connect to a local networked server using the external IP
while being a client also on the same local/external network.
