If I remember correctly you are using CS 1.6, right?  I've never used that 
version but with hlds_l 3.1.1.1 and CS 1.5 the only port I remember forwarding 
was 27015 (UDP).  There may have been more though.  I knew 27015 was the most 
important one so I started there and tried as few as possible additional ones 
until I got it to work, trying ports mentioned on various web sites.  Below is 
a list of quotes I found on my hard drive after all these years (sorry for the 
length, and sorry to not know the sources any more).  Don't bother with the WON 
ports (6003, 700[12]), those should be history.  Instead, start from the bottom 
of the list (those would be the most "recent" quotes).

Are those incoming or outgoing?

What about 7002, 27011 and 27012 mentioned in the hlds-firewall how-to?
Nobody ever talks about direction on these firewall rules.

I dont' now either if it's out going or incoming, but I forward 27015,
27005, and 27010 thru my router.

The other ports you mentioned are associated with chat rooms and such..
wait, I got an explanation of this.....

SUGGESTED SOLUTION:
At 02/21/2001 06:06 PM we wrote - In order to play an internet game

Okay, an update. I tried the server in a DMZ and everyone was able to
connect, so I *know *it must be a port forwarding issue. I have scoured the
internet for every port that anyone has mentioned might be needed in
addition to the official ports, so does anyone have a comprehensive list
somewhere? Otherwise I guess I have to do trial and error with port ranges
or something. :(
