For HLDS the only port you should need to forward would be 27015, or whatever port you have defined in your command line, as was said, both UDP and TCP.
There is also this from the server.cfg for my DOD 1.3 server, but it applies to HLDS generally, including CS 1.6. // Must specify sv_region, or it won't show up in Steam server browser // 0: US East coast // 1: US West coast // 2: South America // 3: Europe // 4: Asia // 5: Australia // 6: Middle East // 7: Africa sv_region 255 I use "255" as that is the "world" designation, because I have friends that connect to my Canadian server from as far away as the UK and the Czech Republic.
