We have the same system in our servers. And we will likely to get similiar problems, but we have a huge local country community so server are still visited. I think i if you own the server, you can do anything what you want with it. Players are just gest visting your servers. And if some of them wants to donate, to help you afford keeping your server and to get VIP slot for that its no big problem.
Anyway I think Valve system doesnt count every connected client, because it wouldnt make sense... 23/24 while one person is joining one gets in his slot -30 points for 2 ppl? and only one actually joined the server? A person joins a server and a map download kicks in, and he leaves, because he doesnt want to wait and there is way more situations like these. "For each minute the player stays on the server, it earns 1 point (up to a max of 45 points per player)" I think system will wait till the player reaches 1 minute then it will count as a valid player. Or at least will wait for 30 seconds of actual player playing in the server.
