As someone else said, you can lock performance affecting cvars in the 
command line to prevent their later abuse or alteration.  sys_ticrate, 
fps_max, perhaps hostname branding, all sorts of items that a host might 
want to enforce.  By all means, ban it on client side...but it should be 
available on the server side.  If they don't re-enable it, then they 
need to set variables like that to command line only control.
