How do you mean "specific servers"? openserverbrowserr in console will open the classic server browser that is included in most (all?) VALVe games. If you mean a specific server inside a Steam Group, this is set by a group ID in the server config and found through the Steam Group Servers.
Making a lobby and only inviting friends is already included in Left4Dead by way of Lobby creation and setting it to "Friends Only".
