I can only speak for myself obviously, but I think its a well overdue 
feature.
I find 'openserverbrowser' to be useless, I can never find any servers which 
are local or under 150 ms ping.
I know there's servers there, because I run one - as well as the many others 
I know and use which are local to me.

Then when I resort to the auto-match making system I end up in servers 
anywhere from close (australia) to far (europe and USA)!
I don't want to have to rely on an automated system to join me to a game 
which I'm promptly going to find has a 200+ ping and disconnect from. Seems 
kinda pointless.

So that I guess answers your question:
No, it adds nothing for;
-People looking for specific servers
-People who have friends with whom to make a lobby

It gives control to those who are using the match making system but don't 
want the often bad results it provides.
