Add these 4 lines to server.cfg:
exec banned_user.cfg
exec banned_ip.cfg
writeip
writeid

Make sure you don't reverse the order, or the files will be empty after the
next time you restart the server.

The 2 write lines are required to save the ban list in memory to a file.
