An ISP that gives out a single /64 is broken.  As long as we have a way
to indicate "out of /64s" (because that could happen, even if you are
given a /48, and have some pathology...), then we are good.  

A home may have multiple ISPs, and people are gonna notice that some of
them work better than others.  Further, routing in the home is gonna
work even if the ISP is lame.

The market will notice, and will decide.
