It shouldn't be necessary to specify the host. The specifics of how/where you want to build/install will dictate whether configure needs any other arguments. I only used those arguments necessary to specify where I wanted the various components installed. When I last built 3.1.6 under OS X I did get a number of warnings, but no show stoppers.
