JOSM seems to be your problem. I tried the other day to load a measly
200 MB GeoTIFF into JOSM, and it crashed with an out-of-memory error.
My pet project in QGIS has about 12 raster layers, some of which are
500 MB apiece, and even though it sometimes takes a while to calculate
my view onto the data, it has never failed to do so, no matter if I
want to look at a 400 square km overview or at individual houses in
the satellite images.
I only found a German description how to start JOSM with more memory via
the command line:

On my OS X system this command works:
java -Xmx1G -jar
/Applications/josm-macosx/JOSM.app/Contents/Resources/Java/josm-snapshot-3376.jar
Note that on Mac OS X one has to open the JOSM.app bundle to get the
correct name of the .jar file.
