Hi Barbara:
I have a few thoughts regarding your trouble with tuning the tangents, and then 
10 minutes later your tangents need further adjustment.

First, are your strings very new?  As you know , the strings should start out 
in perfect tuning before adjusting tangents, but if strings are new they could 
be stretching / slipping a little as you progress work on the scale & tangent 
adjustments.  Then when the strings are brought back to correct pitch the 
tangents are off, because they were adjusted to strings that were gradually 
going flat...(this is always a trick with setting up new instruments).   It's 
always a safe bet to continually double check your open chanters to be sure 
they are still at correct pitch. 

If that's not the issue:  Could it be that you're tuning your tangents wtihout 
any drones on, and then when you add the drones the tangents are out of tune?  
Try tuning to a drone; for instance turn on just your trompette and tune it to 
pitch, and then tune the open chanters to pitch, and then work on the tuning of 
the tangents, relative to how they sound against your trompette.

from metal shafts after OTW and lots of good advice. Craig made blanks and I'm 
sizing and shaping them.

  First oddity: the wooden tangents are more generally straight than the metal 
ones.
  Why does that make a difference? Isn't a vibrating length a vibrating length? 
Why does it matter what the stop is made of?

  Second: After tuning the open string, I get a tangent set so it is straight 
up perfect on the tuner. Ten minutes later, after checking the open string 
tuning again, I have to turn the tangent a quarter turn to get into tune. What 
the...?

  Third: what do you do if your tangent growls at you?
