I remember now.  Last time we visited this issue, there was a balk about what 
to 
do with Windows.

What about doing this instead:

        TiXmlDocument doc( filename.toLocal8Bit().constData() );

This should work on all OS-es, as far as I can tell.  That way, on Windows it 
will get converted to CP1250 (which is the default encoding on Windows, and 
analog to UTF-8).
