I've created a 'text_encoding' branch where I applied the patch and some more. 
As far as I can tell, all the issues below are now fixed (or... RE-fixed... 
:-)).

Still yet to do is put XML declarations in our files (<?xml version="1.0" 
encoding="UTF-8" ?>)... that way we're not guessing the text encoding when we 
read a file.
