This sounds more like a trick question or a riddle than a legitimate query for meaningful information, especially since the questioner is "crazy". I would offer "42" as my first answer. Then perhaps a more sophisticated number, such as "e to the pi power". Or maybe "how many would you like there to be?" He didn't ask "in a JCL data set". He asked about the max number of job cards in a Job Control Language. It would also depend on which job control language you choose. IBM's mainframe system OS/360 --> z/OS only has one job card in its JCL. And IBM's JCL also allows for only one EXEC, DD, comment, and other such cards. These cards have many parameters, and there can be more than one such card per job, but that was not what the questioner asked. "How many two's are there in a DB2?" might also be the answer he is expecting. “Answer a fool according to his folly, lest he be wise in his own conceit.” [Proverbs 26:5] also comes to mind.
