I thought there was a maximum number of DD statements per step.  It  was 
around 1630 before TIOTs were moved above the line.  Don't know the max  now.  
There can also be any number of // PROC ... // PEND statements  defining 
temporary procs.  The real answer is HUGE, for very large values  of huge.
