That check is for depletion of ASIDs.  It has nothing to do with CPU creap
for long running address spaces or the system in general.

BTW, my comment was in relation to the operating system in general, not
a specific subsystem.  Although I do know of one WLM problem related to
WAS and enclaves that will cause a CPU increase in WLM and that increase
will not go away until you IPL.   But it isn't "creep".  It is due to a work
queue
that gets expanded and never contracts.  A design change is coming to 
fix that and I was trying to find out at SHARE if it was part of z/OS 1.11 or
not.  It doesn't appear to be listed in any line items, but I am hoping the
change is in there anyway.
