You can certainly do an IDCAMS REPRO MERGECAT. It will probably take quite a while to run, and the associated datasets must all be closed.
Another option is to REORG the catalog. I bet a REORG can reclaim some space for you. If you need to increase the size of your catalog, our tool (T-REX) is the only tool on the market that allows you to DELETE and REDEFINE your catalog as part of our REORG. Since you can REDEFINE it, you can change any option, including space allocation. The REORG can be done while the catalog remains OPEN and allocated on any number of connected systems.
