It won't be backed up again, because the FDR backups run daily and will
reset the bit.
FDR is our current production backup software it does full and incremental
backups.
I want to run HSM in parallel with FDR, but I don't want HSM backups to
impact the FDR backups. To make sure HSM doesn't impact the FDR backups I
want to prevent HSM from resetting the dataset changed indicator bit when it
backs up the dataset. If HSM resets the bit on a changed dataset then when
the FDR backup runs the dataset won't be backed up.
I know this is a redundant backup being done by HSM, but I need to run both
products for now. FDR is fully implemented, and DFSMS functionality is
being increased, but we are not ready to turn off FDR at this time.

Why don't you want it to reset the bit? The next time it's changed, it'll
be backed up - if it wasn't changed and the bit is on, it'll just get
backed up again.
