I have HSM and FDR working the way you describe, but my concern is
that if I run HSM after FDR and HSM resets the change bit, there is a
chance that HSM could backup a dataset that has been newly
created/modified since the FDR backup ended and the HSM backup started
that would be backed up by HSM, its bit reset, and then FDR would not
backup the DSN during the next run.
No problem. FDRABR has another flag that tells us if ANY FDRABR backup
exists for the dataset. If it is not on, we always back it up,
regardless of the update flag.
