Gadi,

LSQA is taken from the top of the private area and can grow downwards
until it reaches the user area. The userarea is limited by the REGION=
parameter. You should probably lower your REGION= to allow enough room
for LSQA. Lowering your REGION= could also imply lowering your CICS DSA.
