Joe, This field is not what you think it is. It is not how many migrated data sets are on the pack. Please see appendix B of DFSMShsm Storage Administration Reference
B.8.1 Requesting Primary and Migration Volume Information from the MCDS This has a table showing all the fields. Also, you said that Secondary Space stopped working. How full are your ML1 volumes? Your Threshold is set at 70%. If all your ML1 volumes are under 70% full, SSM will not migrate. Try lowering the Threshold value.
