I would have recommended that you create a catalog entry with IDCAMS DEFINE NVSAM. But since you have subsequently catalogued it as a USERCAT (courtesy of IMPORT CONNECT), I don't know. Can you do an EXPORT DISCONNECT to uncatalog it and then try the DEFINE NVSAM. Be sure to catalog it in the correct catalog.
