If the dialog does not allow the data set to be converted, then the "switchable" attribute (the ISPF variable that determines whether CH DSN HFS ZFS is allowed) has been set to "N". This should be done at development's request. I think there's a View and Change option for Switchable you can use to verify how it's set, and if not there is probably a field on the data set display panel that shows the status of the Switchable attribute.
Questions about *why* it's set that way will have to be directed to Level 2.
