Not exactly.
IBM uses two terms: coexistence and fallback. The first means sharing, the second means what you wrote above. In fact both require the same "N+3" level, but could require different PTF level.


There is no toleration maintenance that you can put on your 1.4 system
to tolerate changes made by the 1.8 system.
It doesn't mean the maintenance is required. In many cases it's not. For example RACF in OS/390 2.8 was the same as in 2.9, SMS components didn't change from z/OS 1.3 to 1.4, etc. It is not black magic, analysis is needed to the parts of OS being migrated. Sometimes extra actions like JES2 off/re-load (or even cold start) are sufficient for given component.


You can do it if you want, but when you go you may not be able to go
back if there are problems.
You can have the same problems within compatibility window. It's much less likely, because IBM reviewed it.
