You can INIT the volume without the STORAGEGROUP option, Define the VVDS, CONVERTV the volume. This takes no time at all to do.
If you are Z/OS 1.7 you can change the default VVDS space. F CATALOG,REPORT will show you what VVDS SPACE is set at. You can change it with F CATALOG,VVDSSPACE(pri,sec). This must be done at every IPL of the system. If not, it goes back to the default.
