fyi...IBM does offer TCO analysis assistance:

There is also a paper at 
http://www-935.ibm.com/services/us/its/pdf/consolidation.pdf.  Rest 
assured that the paper contains no magic incantations and doesn't make the 
political problems go away.  ;-)
