It depends on the setting of LNKAUTH in IEASYSxx.  If LNKAUTH=YES you
will get authorization as long as the access is via LNKLST.  If you
STEPLIB... you lose the authorization.  See the Init and Tuning
manual.

Yes.  Wasn't always true.  I can't recall when it changed... maybe 
starting at MVS/ESA V5.1  you didn't have to specify LPA libs in the 
APF list or it could have been MVS/ESA 4.3.
