To me, front ending a user's program without their knowledge sounds like an auditor's nightmare. I remember someone writing a VM exec that mimicked a VM logon screen and then would link to a user's A drive. He used it to get prople's userid and password. Front ending a user's program could be used for similar illegal activity. If you do this you had better have a good lawyer.
