As part of our "worst case" DR scenario (100% loss of support staff) we
have special userids defined that have *everything*.
I had to knock up some exits to ensure they cannot be used in normal
operation - the logon cannot proceed without an operator response to a
*very* angry message.

I'm pretty sure I found some code to base this on - have you tried
looking through the cbt ???.
