Or the system programmer has to justify the behaviour to an auditor and the 
vendor did not provide an easily understood explanation of why SUB=MSTR or 
an IEFSSNxx entry is required. At that point they push back. I worked in one 
shop where pages of documentation had to be provided before certain parmlib 
members could be updated. And not just make it APF, but what specifically 
needs to be APF. In that case it is not what I can understand, but what the 
auditor can understand from the vendor supplied documentation. not my 
interpretation.
