Perhaps. I worked for an ISV, and for one application we had this bright idea to generate screens dynamically, based on device geometry and usage. In practice mixing ISPF and full-screen is a nightmare, mainly during transitions (if application clears screen, ISPF may not display all the data, or you'll get the three asterisk line mode transition, etc.). However, using panels can be a PITA if you design for multiple screen sizes. In practice only the screens with simple entry fields, or table display are easy. Arbitrary data display isn't quite as nice.
