Esteemed listers

We have a WLC licence for our z890 machine. It's becoming very frequent
that this machine is capped, even for many hours due to 4-hour rolling
average exceeding the capping limit. According to someone all is ok,
according my humble opinion this is not true, WLM should be changed to
accomodate our workload, but unlukily I'm not a z/OS sysprog, I'm only the
 shop boy.

For this reason I'm looking for papers, articles, manuals, redbooks dealing
with WLC, methods for workload characterization, how to optimize (if any
chance) it, guideline, user experiences and so on, all useful to reduce
CPU demand with WLC. I know that there are good papers by Al Sherkow for
example but they aren't downloadable from his site.

Any help/hint/paper will be really appreciated. Thank you in advance
