that is the question i asked of the person in charge of this one lpar
(we merged with another agency and this one belonged to them). the
person said that the reason they do not want to use dynamic dump
allocation is because:

  1. TSO DSCAN (or something they run to display dumps) does not support
it
  2. they cannot limit the number of dumps taken as you can when the
sys1.dump datasets fill up and messages are displayed to delete
subsequent dumps.

No, but what is stopping you from using dynamic dump allocation?  
It can be on any old volume, including where you currently have
SYS1.DUMPxx data sets.  If you SMS manage then, you can have
HSM, FDRABR, etc. archive them.
