It has moved to PROGxx and is called REFRPROT.

REFRPROT is a documented z/OS 1.9 option that protects refreshable modules. CSVRENTPROTECT is a much older, undocumented option that protects re-entrant modules -- sometimes leading to abend0C4 for otherwise "legitimate" updates by programs running in PSW key zero. REFRPROT is much safer and more useful.
