That "once set up" covers a lot.  Once you'e APPN set up in your SNA 
world and have turned on dynamic XCF support in VTAM, you have 
next to nothing to do to get cross-domain communication.  In fact,
you've got it whether you want it or not.   Defining JES to VTAM may
be a bit harder than setting up the TCP/IP defs;  I'm not sure.  If
so, not by much.   (I don't know how to judge that.  Once you know
how, it's not hard.)   
 
If you are talking about an NJE connection with a remote site then
yes, the TCP/IP definitions are probably simpler ... unless the SNA
to that remote site is already set up, of course.
