I ran into that one. You MUST run your SMPE Assembles pointing to the z/OS V1.9 ASSEMBLER AND BINDER libraries. They need to be JOBLIB or STEPLIB in your SMPE libraries. This is documented in the z/OS V1.9 PSP bucket
