Probably S.O.L.  But I would try removing the library from LLA control
on all systems where it may be managed - CSVLLAxx with
REMOVE(data.set) and F LLA,UPDATE=XX (if it is in the lnklst it *is* being
managed). Then rebuild a new lnklst set from the current.  Then re-updating
the library from the plex where it is being used.  Then re-add to LLA.

Let us know if you ever get it to work without an IPL.
