Still thinking...   

I have seen issues in trying to fix PDSE related LNKLST / LLA issues when
the library name doesn't change.   Since this is a LNKLST data set, why
not restore or copy from a good copy to a new name (from the correct
sysplex of course), re-update,  then create a new lnklst set using that
new name, then SETPROG LNKLST,UPDATE,JOB=whatever for the task
that is having the problem.
