a few questions:

1. Is your sysplex located fully on the box that was POR'd?
2. If yes, was the last system shut down also the first system that was IPL'd?
3. What are those pesky IEA196I messages (NIP) issued by console very early 
(right before we have MCS consoles)?

What I am getting at is the question: Did you do a sysplex cold start (or not?) 
Remember, information about consoles stays in the sysplex CDS even across a POR 
(or a shutdown of *all* participating members in the sysplex), as long as the 
last system down is the first to come up (I don't think this changed with 
console restructure). In that case basically the information from the sysplex 
CDS has priority over everything specified in a console member, and you get 
messages stating for instance

If you look for the reason codes they basically tell you that a) you didn't do 
cleanup of obsolete parms and b) the values in your consolxx contradict what 
was last active in the plex and will thus be discarded. While a 'new' console 
member with 'new' consoles will be read, consoles will only be added until the 
limit is reached (99 up to 1.7, possibly 1.8).

Only in case of a cold start (either by formatting a fresh sysplex CDS or by 
IPLing another system first) will console *re-initialize*. Which also means 
that you may run into not having the consoles the next time you IPL a system. 
Keep in mind that I have no clue about hardware and ICC and barely know that an 
emulator session must be active. :-)

You mention v mstcons. You're not at 1.8 yet?
