For small sites that we support, we generate the DR devices in the same IODF
as their running system.  When that's not possible we just generate an
alternate IODF.  As someone had said earlier, z/VM at the disaster site is a
good idea, but not every DR site can/will do that, so you have to use your head.

It's not a big deal to generate an alternate IODF, it shouldn't take but a
few extra minutes to keep it updated whenever you make changes to your
production one.  Personally, I like generating the DR devices with the
production ones, unless the system is very large, there is no real down side.
