There is SEA Software's JCLPLUS
There is ASG Software's ProJCL or INFO/X

And there are probably others.

If you have CA-ESP, there might be some resport process you can use for executed jobs.

If you have a source change management system (Changeman or Endevor) you can probably do something with that as well.
