It does not need to. There are smf type records for input and output.
GUI doesn't need to be there IMO. SAS (although helpful isn't
mandatory) SMF has procname stepname and DDname and of course
Jobname. SAS has been doing these things for *YEARS*. Heck I have
written simple request like this for years in easytrieve and also in
SAS (although I am not a SAS fan there are many people who love it).
The SAS Data BASE once loaded can do magic what if's or inquiries
and SMF is the final arbitrator as to input/output (arbitrator is not
a good term but it might be closer to "god" than anything else). I
find trying to simplify things to much can lead to misinformation.
Once you have the data in a SAS DB you can sit the programmers/
analysts/production down in a room and discuss things in a
straightforward matter and since "GOD" has the final authority there
is no disagreement.
As to DB2 (or any other DB) type updates/reads I don't think any
product can help out there (I could be wrong but since the I/O is
done by another address space) I do not think so.

Regardin the RES Suite, depending on your enviornment, it can even

There is SEA Software's JCLPLUS
There is ASG Software's ProJCL or INFO/X
And there are probably others.
If you have CA-ESP, there might be some resport process you can use

If you have a source change management system (Changeman or
Endevor) you can probably do something with that as well.
