A process I use is to either do one of the following to the file on z/OS before 
FTP

TSO XMIT
DFDSS
TRSMAIN

Then download to the pc with BIN

Then upload the z/OS with Bin

Then reverse the process used to format the file with TSO XMIT, DFDSS, TRSMAIN

This usually works for most file types.
