Yes, that is correct, you must TERSE first on the sending z/OS then ftp to windows then ftp up to the second z/OS and then UNTERSE.
This works because TERSED output file is FB, and ftp can't muck up the BDW and RDW since there aren't any in the FB file (and Unterse knows about BDWs and RDWs).
