Someone asked me a question about this  privately, so I'm replying
to myself.  I tried (schematically):

    ftp MVS
       ...
    binary

    quote type E
    quote mode B

    cd OLD.VBPDS
    get MEMBER

    cd NEW.VBPDS
    put MEMBER

Drat!  It almost worked, but not quite.  Empty lines in the
OLD were converted to blanks in the  NEW.  I consider
this an integrity flaw.  Why, why, why can't IBM refrain from
its compulsion to munge users' data!

(Is there a setting to control this?  And if there is, the default
is wrong.)
