The first example run worked perfectly; it was meant to print the
explanation for one error code, and it did.  It did NOT experience that
error.  I used that particular program because it would cause maximum
confusion.  JK, it was just a convenient program that produced a convenient
amount of simple output.

The second run DID suffer that error, just as the OP did.

Conclusion is don't put quotes around the pathname after PGM.  QED.

Side note: I discovered the /bin/bpxmtext program looking to modify
%BPXMTEXT to direct its output to a panel.  Turns out the exec is pretty
much just a wrapper around that program.  So now you know you can enter
bpxmtext <code> in your USS session.  Maybe that's documented, I haven't
looked.
