Very much it depends. Typically most IPLs are to roll service into production 
after testing on test and QA LPARs, but there are also just in case IPLS.

Some shops use a rolling IPL strategy within a sysplex, shifting workloads to 
minimize impact.

Bottom line: it's as much a management issue as a technical issue, and there is 
no one size fits all.
