Both/and? I used to work for a site that was rather static software-change wise. Unless we needed to IPL for an upgrade or PTF install, the system got IPLed spring and fall at time change - namely because we had application software that couldn't handle the time change. My current job we IPL monthly just to keep things cleaned up.
